On existence of Williamson symmetric circulant matrices

ABSTRACT
In this paper we consider a particular type of partition of $\mathbb{Z}_n$, called
$H$-partition and obtain a necessary and sufficient condition for existence of a set of four symmetric circulant matrices for a
Hadamard matrix of order $4n$ in terms of such partitions when $n$ odd.
